I get the message "unable to write to C:\Documents and settings\all users
\application data\denford\justinstalled.ini."when running VR Milling_V5_19.

This file is simply an indication to the software that the software has just been installed.
It will try to change the contents to say that the software has now run for the first time (ie, it hasn't just been installed)
This feature makes VR Milling ask you to insert any special machine configuration (personality) disks that came with your system after every install / reinstall.
There should be no good reason you can't write to files in this folder, unless you are on a very strict user profile with very little access rights.

It's a NETWORK security issue associated with school network
This is a network issue. I ran into the same problem, after several days of work was able to resolve it.
The All Users folder needs to be writable - this is where data that must remain the same is held
eg, C:\Documents and Settings\All Users\Application Data\Denford
When logged in as a user do the following ...
• OPEN… My Computer
• OPEN the Local disk (C)
• OPEN the folder Documents and Settings
• OPEN the folder All Users
• SELECT the TOOLS icon from the menu at the top toolbar
• SELECT Folder Options
• Click on the VIEW Tab
• Select Show Hidden files and Folders and Click OK
• The Application Data Folder should now appear, OPEN it
• Right Click on the Denford folder and select Properties
• Deselect the HIDDEN button and click on the SECURITY TAB
• Add the STUDENTS group, and allow full control (you may have to get a network administrator to do this for you if you don't know the user group name)
• Click APPLY and select OK.
• Reset the Folder View Options to … Do not show hidden files and folders
Reboot the computer ....
