Red LED illuminated on VLS Laser Cartridge

I the Red LED is illuminated on VLS Laser Cartridge what does it actually mean ?
The Red LED on the ULR laser tube is "ON" when it indicates that the laser is ready for emission. This means laser status is good and also the interlocks are closed.
Laser status is "Good" if the power (not 48VDC) , shutter, and laser temperature are all operating within the needed specifications.
It does not indicate that 48VDC is supplied to the tube. So there is no way to diagnose the Power supply output to the laser cartridge without using an Electrical Meter.
