Is it a Triac PNC3 control?

If it is try the "T Test"

Power up the control & press the button marked "T".
This allows you to look at input status.
At the bottom it displays any overtravels that are active.
It may be that your "Z+" overtravel switch is pressed in.

Hardware/Software: Go to User Control Panel > Profile
Enter as much information about your CNC hardware and software as you can - it makes it easier for everyone to know what you're talking about then.

Have you read this manual ?

viewtopic.php?t=434

It has lots of info on diagnosing problems and where to look for fixing them on a PNC controlled Triac
