VRTurn 1.28 Help

So I have recently taken on the task at my school to get your MeteorNS up and running. After getting the machine all cleaned up and running properly I turned to the software. The computer we had was completely outdated and need to be upgraded. Thankfully our school provided me with a new computer and I have gone through several times trying to download VRTurn version 1.28 with out success. Every time I download it I am getting a message saying that it can not find the "Machine Specific ini, Machine List File, and Tooling File". Also it will not recognize the machine when I try and hit the connect button.
