I could be wrong (it has been known!) but my memory from when I was cutting gears for my Denford Synchro, is that they were 18 DP (or might have been 16DP), but certainly not modular.

Sorry, what do you mean by 'runout'?. Its normally a phrase used to describe the amount a piece of work runs out of true when held in a 3 jaw chuck or collet. Umm, the metric and imperial set ups use different quadrants and different gears. It isn't as easy as just swapping a few gears.

I've scanned BVS 110 400 but the site here doesn't seem to enable attachments. Are you sure its ML 100 402 you need, the drawing I've got references BVS 100 402.

John isn't always easy to contact. He's on his own, so if hes working he won't answer the phone. Try early evening, or email him. Its well worth the effort.
Time was he used to go off mountaineering (big stuff, the Alps, Himalayas etc) but presumably thats not the case at present.

My own opinion is don't cut a hatch in the top. Denford made the box headstock for rigidity, so don't alter it, unless you are happy with a lathe that might not perform as well as its makers intended.

The headstock arrangement and spindle lock drawing I've got for the TDS series lathes, ML100/100A, appears to show the sheet metal guard as ML100/125.

Are you talking about the chuck guard, which hinges down over the chuck, or the splash back, the sheet metal item which fits along the back of the tray, behind the bed? You could try getting the gear OD skimmed to remove the ovality, and hope that the clearance on the bottom of the teeth is sufficient. Or mark the high teeth and take 10 thou off with a fine file.
