When the laser driver is installed it does not know what power the laser tube has. As a result it will display 25W by default. Once the Driver software is started then the correct power is read and as the software is shutdown the correct value is stored.
If the printer driver is loaded on a networked PC in Administrator mode the default 25 W will be loaded. The laser then has to be powered on and off while still in ADMIN mode to save the correct settings.
