VL300 40 Watt "USB Device Not Recongized" error

We have a VL300 40watt. It comes up with "USB Device Not Recongized" when you connect to the PC. Sometimes it does not detect a device at all & sometimes will connect correctly but this is rare. Fitted a replacement USB socket because it was loose but the error is still present. They say that it has always been similar from new to the point that they never turn the PC off.
Have you any thoughts? Could it be the USB Hub or the CPU?

My guess will be a low powered USB port on their computer.

Are they using a notebook or a desktop computer?
Do they have tried another PC as well or maybe just another USB port?

If it connects sometimes and sometimes not, then i would not indicate a CPU issue. It can be than only a computer, usb hub or loose wire running from the cpu to the usb hub?

Sorry I should have said that they had tried it on another PC. I also connected my laptop with the same results. I also inspected the CPU & ribbon cable to the USB hub board. All the connections seemed fine.
